Well I had to pull the engine all back apart because it still hydro-locked. It appears though I have found the true "phantom" problem though, good ol' cavitation in cylinder number 4.

You can see it dripping pretty well here. This is just looking up at the cylinder from under the engine, it has the head on it.

In this picture you can see the actual stream of water spraying out of the pin hole. The pin hole must be like .1 microns big, it crazy. It sprayed like this when we put some pressure on it with the air compressor. I suppose that's why it would hydro-lock so quickly when the engine was warm and I would shut the engine off. Probably only took about 10 seconds to get enough water in there to boof it.
